지하 1층, 지상 3층 규모로 외장은 붉은 벽촐 치장쌓기의 철근콘크리트 구조이다. 약 만평의 대지에 시청별관과 잔디 운동장, 시민회관 순으로 건축되었다. 시청사는 외부공간과의 연계 속에 민원봉사의 공간과 시민집회 공간을 1층에 배치하여 시민이용의 편리성, 친근성을 주도록 하였다. 내부공간은 2층까지 연결되는 중앙홀 상부에 천창을 두어 항상 밝은 시민의 공간이 되며 중앙홀에서 연결되는 4개의 타원형 샤프트는 2, 3층의 사무공간을 강하게 연결시키고 있다.
Finished with red bricks, the exterior of the building has structure of steel concrete. City Hall annex and playground covered with glasses, an assembly hall of city men were constructed on the ground with more than 10,000 pyung. The City hall was built to provide convenience and intimacy to citizens since service and assembly rooms for citizens are placed on the first floor. In the building, the upper area of the main hall institutes large window to make bright atmosphere. The four shafts that were linked form the main hall, take roles to connect effectively with offices on the second and third floors.
